After extensive research, the reason for this rando pop up is due to the windows feature update after and 20H2. It seems that the updates are causing a permissions issue for users and or a failed successful windows build update.

I have 2 solutions to follow: First, check windows updates and run it to see if it errors out. If it DoesUninstall Office using the removal tool. Once it is done removing all of office and its features, it will ask for a reboot. Once logged back in, if the machine has updated to 20H2, remove it. Then run the Windows Assistance tool. The reason for the popup is due to the 20H2 build update changing user permissions to MS Office. It is unclear why MS didn't catch that. I am sure there are a number of reasons why.
